Saudi Arabia’s new investment strategy leaves out THE LINE and TROJENA

Saudi Arabia’s Public Investment Fund has published its 2026 to 2030 strategy without naming THE LINE or TROJENA as standalone priorities. NEOM remains one of six core domestic investment areas under PIF’s revised allocation plan. PIF published the full strategy document on August 12, after Board approval in April. Capital allocation will focus on sustainable returns, investment efficiency, private sector participation and stronger strategic assets.

PIF places NEOM alongside tourism, urban development, advanced manufacturing, industrials, logistics, clean energy and water infrastructure. THE LINE and TROJENA do not appear separately within those priority areas.

PIF Governor Yasir Al Rumayyan confirmed in April that NEOM had received instructions to reprioritise THE LINE.

Delivery of THE LINE by 2030 was not identified as a requirement. PIF also confirmed that projects had not been cancelled.

NEOM also retains a dedicated place within PIF’s domestic investment priorities. Its current economic focus includes advanced manufacturing, clean energy, logistics and AI infrastructure.

Advanced manufacturing and innovation receive dedicated allocation alongside industrials and logistics. Clean energy, water infrastructure, tourism and urban development form separate investment areas. NEOM retains its own allocation category.
